Inland Power and Light | Designing an Energy Efficiency Loan Program
In 2014, Collaborative Efficiency assisted Inland Power and Light in developing an application for low interest funding from the Rural Utility Service’s Energy Efficiency and Conservation Loan Program (EECLP). The EECLP, launched by the U.S. Department of Agriculture in December 2013, provides rural electric utilities with up to $250 million in financing for energy efficiency and renewable energy projects. This work was supported by the Washington State Department of Commerce to demonstrate how publicly-owned utilities can launch on-bill financing programs. CE’s efforts enabled Inland Power to receive preliminary approval of the loan from RUS staff, only the third co-op in the country to achieve this status. Inland, however, decided it would be simpler and easier to self-fund the loan program, and has hired CE to help prepare the new program for launch by Spring of 2015.
